 On of the most important factor of an organization is human resources, and whose training is duty of "Reaseach & Training Office" (RTO).
Productivity and quality promotion in giving services is effected by human resources. Thats why their training is  of outstanding importance civil servants, training, develops their knowledge ans skills and makes government closer to it's goals, which are high-quality services and coordination in performance apparaturs in different fields.
By increasing efficiency and impression, the rate of responsibility to public improves. Via special training, we help employees to be capable of getting higher posts and promotion.
Principles of moraliyu and ethics grows, organizational culture develops, on the whole we help to the relationships of civil employees.
There nust be a clear and definate relationship between employees, educational system and all other emploement systems.
Training is not only specialized for sttafs but also for managers who must be capable of improving management duties. Aware and skillful managers are needed in governmental sectors to make final decisions.
Management training is being expanded via E-Learning .
In order to reach to the great goals of economical, social and cultural development programs, managing must be improved in all over the country.
